WordPress divides into a Frontend and a backend. As frontend the Actual website that is, what the page visitor sees. In the Backend the webmaster can post content, create pages and posts and upload images.

The German version can be downloaded from the Download WordPress.org Website. Here it often comes to misunderstandings, because there is also a chargeable offer about WordPress.com. But then not WordPress itself is subject to a charge, but only the technical provision. WordPress as Software itself is therefore free of charge.
